Districts upload primary sources, scanned worksheets, OER. Reviewed + tagged before classroom release.

Licensed vendor catalogs

OverDrive, Sora, MackinVIA, EBSCO. OAuth or OPDS connectors; usage metrics roll back to the vendor for compliance.
